About 167 graduates who have undergone the internship training will now be absorbed by the Eastern Cape Department of Education this year in line with the Provincial Skills Development Policy.

The department has taken it upon itself to absorb these unemployed graduates who were serving it as interns after an extensive training and evaluation they have undergone.

The Provincial Skills Development policy states that, “unemployed graduates must be absorbed through normal recruitment processes and be prioritised for appointment if they have the necessary skills needed by the department”. As a matter of adhering to the policy according to Neliswa Qanda who is the coordinator for training and internship in the Human Resources Development Directorate, the Department has developed a programme for the absorption of these graduates.

Qanda said that interns will be placed against vacant posts in their respective directorates. Due to the issue of slimming down personnel at the head office these interns will be placed ‘at the head office and in the districts so that service delivery can be sped up in the districts’. She added that her directorate has already started with the process which must be finished before the beginning of the coming financial year 2010/2011. “By the beginning of the coming financial year we want these interns to start on their posts,” said Qanda.

Meanwhile the department has recruited 20 new interns who started in December 2009 and early January this year. This request according to Qanda was a request from two directorates within the head office. “Supply Chain Management and Salary Payment Services requested 10 interns each. We also got 5 interns from Education Training Development Practice Sectoral Education and Training Authority (ETDP SETA)” concluded Qanda.

All the relevant stakeholders i.e ECDoE employees, Nehawu leadership, members of communities at large, should all be educated about the origins, objectives, and the philosophy (thought) behind the internship programme. it is only after such awareness has been attained that the attendant resentment resulting from ignorance about internships, can only be resolved.

It is no wonder that the absorption of interns has attracted a huge interest from our bloggers. Some continue to show excitement whilst others, including Nehawu members among others but not limited to, continue to show an unprecedented resentment. No matter what Nehawu members try to do on the contrary, the absorption programme will go on. Forward to the progressive forces and down with the reactionaries.

Female employees are the one's who have a bad attitudes towards interns, I don't know what is their problem. I also want to get a clarity on what is internship, the reason is in my district only 5% of the interns that are graduate the rest they are having grade 12, or is education not that important any more so that we can know. Instead of giving this matriculants bursaries to go and study or give them learnership NOT intership, the Department of EDUCATION is undermining EDUCATION.

There seems to be a contention and a misunderstanding between matriculants and graduates in the Provincial Internship programme. Whilst graduates should be prioritised when it comes to internships, it should be be noted that the number of unemployed matriculants is quite frightening. It is with this firm understanding that the Department of Labour together with the Department of Public Service and Administration have come up with an internship remuneration policy that will pay interns according to the category under which they fall. Those with Matric will be paid accordingly. Those with Degrees and Diplomas will also be paid accordingly. Please consult the circular regarding the remuneration of interns. However this will only be implemented from April 2010 onwards. It will help to allay the fears that the unemployed graduates have i.e matriculants are also employed as interns.
