President appoints committee to strengthen EC education

Pretoria - A joint task team has been appointed by President Jacob Zuma to support work aimed at strengthening education in the Eastern Cape.

The task team, comprising members of Cabinet and the Provincial Executive Council, is mandated to deal with matters pertaining to the application of Section 100 (1) (b) on the Eastern Cape Department of Education. This is part of measures implemented by the President following his visit to the province to assess the state of education.

The move taken by the Presidency aims to supplement and strengthen the work of the Department of Basic Education to intervene in the areas of financial management as well as human resource management and planning in order to improve educational outcomes in the province.

In a statement, the Presidency noted that due to the urgency of the matter, the task team has already met and agreed to work closely together to deal with the challenges that had led to the intervention.

The challenges include a number of administrative issues, such as dealing with the general administrative shortcomings, which had led to the termination of the services of over 4 000 temporary teachers, leaving many schools with a shortage of teachers.

"There is a problem of scores of teachers that are additional to the establishment. In addition, the learner and teacher support materials had not been adequately delivered, the school nutrition programme had collapsed and scholar transport had come to a total halt in many areas," read the statement.

Following the President's visit in the province early last month, progress has been made. This includes a learner support programme which started on 27 June 2011 and intended to assist Grade 12 learners to catch up on lost learning opportunities during the first quarter of the academic year when the termination of temporary teachers' contracts left many of them without teachers.

The programme will run for the whole year until learners finish writing the end of the year examinations.

The team, which is led by the Ministry of Basic Education, will provide political support to the process comprises of:

* MEC for Sport, Recreation, Arts and Culture, Xoliswa Tom
* MEC Economic Development, Environmental Affairs and Tourism, Mcebisi

* MEC for Local Government and Traditional Affairs, Mlibo Qhoboshiyane
* MEC for Education, Mandla Makupula

Fat lot of good this has done in retrospect. The temporary teachers are AGAIN being put aside thanks to gross mismanagement and fiscal planning by the EC education department.
Perhaps it didn't occur to you that whilst you circumvent the laws governing permanent employment under the label of 'temporary' these people are actively engaged in education on a permanent basis.
Shedding good teachers under the guise of re-allocating 'double parked' teachers is a load of nonsense and simply spreads the teacher base thinner.

What is the role of a public sector union in ECDE headquarters?

As an ordinary layman, the union is supposed to be the watchdog of its employees against the employer.Secondly its supposed to fight for the benefis and welfare of its members. Thirdly its role should protect its employees against manipulation of its employees by the employer. Fourthly their role is to educate, offer training programs for their membership so that they meet the expectations of the employer and perform up to the highest standard having been given all the necessary tools.

QUESTIONS TO BE ANSWERED

If the union demand the implementation of Section 100 Subsection 1B, what would the ordinary members/emloyees gain from such demand?

If the site union raise the issues like, the non-vetting of the HOD, confusion around the Accounting officer, wha would be the direct benefit of the members from such issues?
Yes the site might be right to raise those issues,but through the branch, region and the PEC, because these isues affect 17 000 educators, 23 district directors CESs, EDOs, Curriculum specialists, Chief Directors etc, therefore it becomes a provincial matter whereupon the PEC could engage with these issues at a provincial level - political level.

It would be more strategic if political gurus engage with this matter both at a provincial and national level.

The PEC and Chief Directors shold have raised the Section 100 1B because these are the senior managers who are directly reporting to the upper echelons but the lower structures(workers) should be represented by their mother provincial unions.

A appeal is made that as the matter is been handled by the region, a speedy resolution must be found as soon as possible, so that normal operations prevail. As it transpires, also educators from schools through the sites, they have joined the war.

The HOD must find the lasting solution and effectively involve the PEC, so that what happened in 2010 and now is resolved.Both parties be abided by the agreements they will make.
The MEC must deal with this politically with the team appointed by the President to find the lasting solution.

What was articulated by the tripartite alliance, the Education portfolio committee in the media will not help anyone nor the community and learners will benefit out of this. This is an embarrassment to the nation.

An appeal is made to protect ordinary employees from political hailstorms,because they pin their hopes to their leaders to work in a happy and conducive environment,so that the membership multiplies and actively participate in the education of the nation.

If you r not an educator, you r nothing. That question of SES, DCES and CES needs to be looked at carefully in HRD & Labour. An active member from SADTU structures will be appointed in this section. What he/she is good at is to criticise management. Time to deliver in the new post, the appointee is clueless. Admin Clerk will be forced to do the work and PMDS comes your efforts are forgetten.

How we wish the implementation of section 100 b can be clear. We are tired of power and politics, it affect administration. Leave the current SG as the accounting officer so the services can continue, and the task team to make recommendations of findings where necessary. I service delivery is @ stand still.

Thank you. Please lets start with the orgonograms. Sections such as HRD& LR need to be headed by Deputy Directors and Assistant Directors. Not CES and DCES and SES as it is the case. We managers who are HR specialists. not Educational Specialist.
