The 2012/ 13 financial year will see the strengthening of the systems around planning, expenditure, procurement and reporting in Districts and schools. Areas to be prioritised are around monitoring and clearing of municipal services payments. There will also be a clean-up and reconciliation of Conditional Grant as well as information between Human Resource and Finance especially in areas of payroll management and tax reconciliations. Part of district improvement includes introduction of internal control in Districts. This may be done through a centralised process until resources are adequately capacitated.

Eastern Cape Proncial Treasury MEC Phumulo Masualle presented his R56.2-billion budget yesterday at the Chamber of the Provincial Legislature with R26.2 billion allocated to Eastern Cape Department of Education to improve the province’s schools.

The Eastern Cape Department of Education (ECDoE) in partnership with the Nedbank foundation launched the first leg of the Nedbank Back-to-School campaign on Friday, 2 March 2012 at De Vos Malan School in King William’s Town, where 9 schools benefited, with 200 learners receiving school uniforms, shoes and stationery.

The Department will embark on a very critical initiative to deal with the root cause of poor learner performance in literacy and numeracy; the project is called Mother Tongue-Based Bilingual Education, dedicated personnel are now in place to drive that project. Preparations are currently being made to ensure full-scale implementation of this initiative in January 2011. Part of the work that is currently underway includes the review and development of language policies.
